The Ballymun Anti-Poverty Network [BAPN] was established in 2002 in the context of the Government Review of Local and Community Development Structures. In 2005, BAPN secured funding from the first round of Cohesion funding made available by the Dublin City Development Board. A number of initiatives were progressed with this funding, one such initiative is the development of a local anti-poverty framework. Nexus Consultancy were commissioned to “explore and develop a model for the establishment and implementation of a local antipoverty strategy for Ballymun” and has worked with the Ballymun Anti-Poverty Network since August 2006 to look at ways in which the National Anti-Poverty Strategy [NAPS] might enhance efforts to promote equality and tackle disadvantage in the future development of Ballymun. The aim of this strategy was to establish a framework that regularly reviews and evaluates responses/programmes that address particular causes of poverty and social exclusion in Ballymun.
The Framework document that was introduced to a seminar organised by BAPN on 27th February reflects a growing local awareness of the need to understand the issue of poverty and how it affects those living in the community. The Framework highlights the need to put in place measures that allow for the review, learning and impact of anti-poverty initiatives at a local level to be explored.
